I guess I am missing something
So you say at
Control Panel->Regional and Language Options->Languages->
There is not
"Language used in menus and dialogs"

ps: If mui installed, there is a 3rd menu on the picture at the bottom saying "Language used in menus and dialogs".
ps: can you send the menu picture you get, you can use

And i guess you would me to prepare a language locale adding like your ones for thai and to support thai files.
More precisely: I work on a General Keyboard Script that supports all available keyboards.
Script structure mostly ready (Preparing in a way that when new users come we can quickly expand the script with support), and so far I find out ways to add all standart languages as well as keyboards of "complex script and right-to-left language(including Thai)" (well honestly I tested only 'Thai Kedmanee' so far

) , but I need to learn more and need some time (
1 or 2 weeks) to finalize the script. Well besides everything (which I learn everyday more), I do not know how people who use non standart keyboard use keyboard on their windows. Here on Turkish Q keyboard, since it is mostly same with US keyboard, most Turks use TurkishQ single keyboard. (I guess same with German, French etc. too). I need end user support to figure out how.
Some good news with other questions:
Since I do not have a Thai XP or Thai language experience, I need help, Here is a picture where I write on notepad with both thai and turkish keyboard

Some questions:
1) Is Thai font size correct ?!?!? I can get it smaller if smaller is the right one (here on my windows it shows smaller but I am not sure)
2) Is 'Thai Kedmanee' the keyboard you use ? (so we can make future tests easier)
3) On normal windows, when you first startup your pc, is Thai keyboard starts as defaut ? (or english etc.. and if multiple keyboards involved what is the default setting for Thai)
Truely, my main goal is not definately Install keyboard, but "Install files for East Asian Language" "Install files for complex script and right-to-left language(including Thai)" optimizing with country (to get smaller LiveXP as possible).
As a result, users can access files with their languages when booted LiveXP for a rescue operation. (this sometimes cause troubles, I guess you know that).
After having such a support, adding keyboard is very easy.
ps: funny but this all started me preparing LiveXP with Turkish Q and Turkish F keyboards support for my retirement operation, but goal expanded so far nicely
