 PreLoader.exe error

Howdy
I have built me a VistaPE bootable USB drive. When I boot up on it from any system I get a memory error.
A black command prompt appears with:
X:\Windows\System32\Preloader.exe

With the command prompt window open in the back another popup appears. The error message is an Application error. It says:

The instruction at 0x7754fc02 referenced memory at 0x00000002. The memory could not be written.
Click OK to terminate the program.

Please advise.

Have you tried burning the ISO to a CD and booting from that?
